Wilfredo Guerrero 
PRESIDENT

Wilfredo Ernesto Guerrero was born in Belize City in 1942 and received his Bachelor’s degree in Civil Engineering from Louisiana Tech University in 1972. He obtained the status of Registered Professional Engineer (Louisiana) in 1977. He has done postgraduate studies in Hydraulic Engineering (Dip H.E., Delft, NL) and Project Management at Bradford University, U.K and a wide variety of Management and Training courses. He has also holds a Certificate in Design of Urban Drainage for Developing Countries, from IHE,Delft, the Netherlands. He was the founding President of the Association of Professional Engineers of Belize (APEB). 

 
He worked with the Ministry of Works, Belize for 23 years in every activity of the Ministry, includingacting as Chief Engineer on several occasions. In his latter years with the Ministry, he was appointed planning officer and training officer for the Ministry and worked on various projects involving multidisciplinary participation, including working as Chairman of the Belize City Infrastructure Task Force and member of the Ambergris Caye Master Plan. He was the Belize focal point for CUBiC (Caribbean Uniform Building Code) and has served as facilitator for a number of professional events. 
 
He is married and has four children, who have obtained degrees in the following fields: Civil Engineering,Chemical Engineering, Biology and Social Communication. His wife has a degree in Chemistry and Pharmacy. After retiring from the Belize Public Service in 1994, he registered a Consulting  Firm that has beenproviding support for the construction supervision of Road Infrastructure Works in Southern Belize, funded by International Agencies. The firm also offers consultancy in Drainage and Hydraulic Engineering Works. 

 

Joseph Sukhnandan
VICE PRESIDENT

Mr. Sukhnandan was formerly the Vice President, Engineering & Energy Supply at the Belize Electricity Limited before it was expropriated by the Government of Belize in June 2011.  He worked at BEL for almost 25 years in various engineering capacities.  Mr. Sukhnandan’s academic qualifications are: Post Graduate (Professional) Certificate in Engineering Management, University of Colorado, Denver, U.S.A; M.Sc., Electrical Energy Conversion, Power and Transmission, The George Washington University, D.C., U.S.A; and Honors BA degree, Engineering, University of Cambridge, Cambridge, England. 

Mr. Sukhnandan also attended the Advanced School in Power System Engineering, Penn State University/ABB, Pittsburgh, USA.  Mr. Sukhnandan was elevated to a Senior Member of the IEEE, USA in 2001 and is a PEng, APEB since 2001.

 

Gilbert Canton Jr.
SECRETARY

A graduate of St. John’s College in Belize City, Gilbert Canton holds degrees in Mechanical Engineering (University of Florida) and Civil Engineering (University of Southern California); he is also a qualified Nuclear Engineering Officer (US Navy).

 After receiving his Bachelors in Mechanical Engineering, Gilbert Canton began his career in the US Navy Nuclear Power Program.  He completed a year and a half of Nuclear power training in Charleston, South Carolina, and thenserved as an officer onboard USS HONOLULU in Hawaii.  On the HONOLULU, he qualified as a US Navy Nuclear Engineering Officer and managed several engineering divisions.  Four years of intensive Naval engineering experience onboard the submarine gives him an excellent background in engineering safety, operations, maintenance and logistics.  His time aboard qualified him for his next Naval appointment with Naval Special Warfare where he helped to design and develop the tactics, techniques, procedures and tests for submarine lockout chambers designed to launch Navy SEALs into the marine environment.  In 2009, Gilbert completed his time in the military and obtained a Master's degree in Civil Engineering with a focus on Construction Management. 

After completing his Master’s Degree he returned to Belize and started to work as an engineer/project manager for Belize Natural Engergy (BNE). 

 

 

 

Mick Craig
TREASURER

Mick is a retired engineer with work experience in the Ministry of Works. He earned his degree in Civil Engineering from Marquette University. Mr. Craig has held senior positions in the Caribbean Development Bank and Belize Audubon Society to name a few. He operates his own business but remains committed to developing future Engineers by promoting sound education policy.

 

 

Evondale Moody 
COUNCILOR

A graduate of St. John’s College in Belize City, Evondale Moody holds a degree in Civil Engineering from California State University (Long Beach). Evondale has also sat and passed the U.S. Fundamental Engineering Exam (EIT) and is a Registered Chartered Civil Engineer with the Institution of Civil Engineering (UK). He currently has over 15 years of experience in the engineering field and his area of specialization is Transportation/Highways Engineering.

Upon completion of his degree in Civil Engineering (1996), Evondale Moody commenced his career with the UK based consultancy firm of Halcrow Group Limited in Belize. At that time, Halcrow Group Limited was the lead consultancy firm hired by the GOB to design and supervise the Belize City Infrastructure Project. Evondale spent three years (3) with the firm executing several roads and junction designs in Belize City and other municipalities.

In 1999, Evondale joined a team of local engineering consultants to form the Project Execution Unit (PEU) – Ministry Works. This Unit was used by several International Funding Agencies (CDB, IADB, World Bank, OPEC, KFAED) to implement their projects on behalf of the GOB. General responsibilities include the management and supervision of all projects which also include the procurement of consultants and contractors for various projects. Some notable major projects implemented to date include the Hummingbird Highway Upgrading Project, Burrell Boom Road Bypass, Orange Walk Town Bypass, Southern Highway Upgrading Project, Placencia Road Upgrading Project and various others.

With the vast number of major projects implemented by the PEU, Evondale has developed a wealth of experience involving various stages of the design, supervision, management and procurement procedures and continues to build on this experience after 13 years in this position.Evondale is still currently engaged as an engineering consultant at the PEU and is currently assigned as Project Engineer for the Southern Highway Project (Mile 14 (Dump) – Jalacte) and the CDB’s Fourth Road Project - San Ignacio/Santa Elena Bypass Project.

 

 

Lucien Chung
COUNCILOR

Mr. Chung holds a Bachelor's degree in Civil Engineering from the University of the West Indies (2000) and  Master's degree in Hydrology for Environmental Management form Imperial College, London (2004). Became a registered member of APEB in 2006 and is also member of the International Water Association (IWA).

After completing his Bachelor's he worked for three (3) years at the National Water Commission (Jamaica) as a Project Engineer. After receiving his Master's he relocated to Belize in January 2005 and began working at the Belize Water Services (BWS), first as the ISO 9000 Coordinator, then after 7 months he became the Operations Manager.

In 2007 Mr. Chung resigned as Operations Manager at BWS and began his own engineering consulting firm - Chung's Engineering Co. Ltd.
